When should my landlord turn the heat on and what temperature should it be set at?

According to IPMC Code PM 602.3, every owner and operator of any building who rents or leases needs to furnish heat to the occupants and thereof shall supply heat during the time period of September 15th of each year to June 1st of the succeeding year, The heat supply shall have a minimum temperature in all habitable areas of 68 degrees.
