1. My neighbor blows grass clippings and leaves into the street. Is this okay?

Lombard Municipal Code 94.04(D) prohibits any person to dump, deposit, store, or place any garbage, rubbish, trash, or refuse upon property within the village.

2. What is the earliest I can place trash for pick up at the curb?

Section 94.05 (A) requires that garbage may not be placed on the parkway 24 hours before scheduled pick up and must be removed from parkway within 24 hours after pick up.

3. My neighbor has a dead tree on his private property and it looks like it may fall at any time. Can the Village Help?

Section 99.02(F)(2) notes that an inspection of the tree will be done to determine if it is dead or has dangerous branches. If so, the Village will send a notice to the property owner to have the hazard removed.    

4. When should my landlord turn the heat on and what temperature should it be set at?

According to IPMC Code PM 602.3, every owner and operator of any building who rents or leases needs to furnish heat to the occupants and thereof shall supply heat during the time period of September 15^th of each year to June 1^st of the succeeding year, The heat supply shall have a minimum temperature in all habitable areas of 68 degrees.

5. We'd like to have a garage sale. What do I need to know?

Section 155.210(D)(9) notes that no permits are necessary; however, you are limited to only 2 garage sales per year. Please remove signs promptly after your sale is closed.

6. My neighbor has a car with flat tires and has not moved in years. What can be done?

Per Section 94.04(F) 1), an inoperable motor vehicle means any motor vehicle from which, for a period of at least seven days, the engine, wheels or other parts have been removed or on which the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own motor power or one that for any period of time has been rendered inoperable because it does not have evidence of registration as required by 625 ILCS 5/3-701 et seq., or one which does not display a current license as required by Chapter 70 of the Village Code.

7. Does my neighbor have to shovel the snow on the sidewalk in front of their house?

No. Snow in a residential area does not need to be cleared from the sidewalk. Removal in the commercial areas and the downtown is required.

8. How many animals can I have in my residence?

Per Section 90.02, in a single housekeeping unit you can have no more than a total of three dogs, cats, and/or other domestic animals over three months old on any premises.  

9. Do I have to have Address Numbers on my house?

Yes, per IPMC 304.3, you need to display the address plainly visible and legible from the street in contrasting color, with Arabic numerals, or alphabet letters at least 4 inches in height and .5 inches in width.

10. My neighbor has a Commercial Vehicle in their driveway. Is that allowed?

Per Section 94.4(L)(1), parking and/or storage of commercial vehicles requiring a Class B license plate or lower are allowed to be parked in a residential area
