2011 Downtown Plan & Other Planning Documents

The Village of Lombard officially adopted the Downtown Plan as an amendment to the Village's Comprehensive Plan on March 23, 2011. The plan includes development concepts for seven sites within the downtown core as well as six sites along East St. Charles Road. Other items addressed within the plan include strategies for streetscape enhancements, facade enhancements, visual identity and signage, and transportation. Also included is an implementation plan that calls out specific actions that can be taken to obtain short-term results. The plan can be viewed and downloaded from along with other downtown-related information, presentations, and past planning documents.

101-109 S. Main Street - market analysis

Recently, the Village commissioned Tracy Cross & Associates, Inc. (TC&A) to prepare a market analysis for 101-109 S. Main Street in downtown Lombard.  Though the study focuses on the downtown site, it has general applicability to the existing market conditions in the entire Village of Lombard.  On March 19, 2015 TC&A presented a market feasibility analysis highlighting data on existing market trends.  Please contact the Community Development Department with any questions at 630-620-5749.

For information on Downtown Lombard businesses and upcoming special events, please visit Lombard Town Centre.  Lombard Town Centre is an Illinois Main Street organization supported by the Village of Lombard that is dedicated to preserving and promoting the downtown.

Downtown Grant Programs

The Village of Lombard administers several programs that provide financial assistance for businesses and projects within the downtown area.

Downtown Improvement and Renovation Grant Program
(All TIF Districts)
Up to 50% of the project costs for improvements to a building’s façade, signage, or parking lot

Downtown Relocation Grant Program
(Downtown TIF only)
For those businesses that are displaced by a TIF project, up to $13,000 to assist with the costs of maintaining a location within the downtown

Downtown Restaurant Forgivable Loan Program
(Downtown TIF and TIF 1 West)
Up to 1/3 of the project cost for the establishment of a new restaurant

Downtown Retail Business Grant
(Downtown TIF and TIF 1 West)
Up to 50% of the costs associated with opening a new retail business within the downtown
