A special assessment is an improvement that has been done on a defined area that benefits the property owners and the public, for which bonds are issued to pay for the cost of the improvement. Property owners make annual payments of principal and interest to the Village to repay the bonds.
Typical improvements include pavement, curb, gutters, streetlights, and driveways.
